This fits under the bottom of the blender Blade part at the top of the shaft, you need to unscrew the Metal clutch wheel, take off the metal blade washer, pull the blade out of the Housing - under the blade you will find this little seal (when the blender functions change the blade pulses up and down this seal seals the blade and housing)

TIPS : The Blender Blade should be taken apart and cleaned, undo the Blade Clutch at the base of the blade, hold the blade assembly upside down in a tea cloth or oven glove, unscrew by turning the Blade Clutch Clockwise. Remove the Blade washer, remove the seal gasket , then pull the blade through the housing under the blade is a under blade seal this should be washed and checked for any damage. Reassemble the Blade assembly making sure the Blade clutch is tight. 

The Under blade seal is there to allow the blade assembly to Pulse under some of the functions, there should always be small up and down movement.
