This hinge is clipped into the Citrus press basket by two clips can be removed for easy cleaning. put hand into basket and push clip towards middle of basket to unclip -  Always put this opposite side of basket to the Food processor Bowl Mechanism 

Twist lid part to remove hinge from Citrus press top or Just clean in soapy water or Dishwasher as hinged part
